Change car plate - register a foreign car

Hello

I am planning to bring a foreign car to Spain in February and was told by the specific sector that there is no expenses to do it, the lady gave a list of documents to bring but she said that she was not sure about when you go to the local office to buy or change the plate. Can you anyone possibly inform about the expenses that I actually might pay for this procedure?
