Community Charges

Hi there
Can anybody help please, looking to purchase a property but do not want to pay community charges.
I have contacted various agents and they all say the same thing., 95% of their sales are apartments in gated complexes attracting comm.charges of 100 euros a month.
I am open minded about the type of property, just want to live in a nice quiet area where I am not looking at a concrete jungle.
Can I find somewhere nice, not on a complex for about 90000 euros. if so where do I start looking.
