Best area for wheelchair user to buy a home; Almeria or Murcia?

Can anyone please give me the names of small towns or villages on terrain that is suitable for a wheelchair user. I cannot decide between Almeria and Murcia regions but definitely want south/southeast Spain. Want a decent residential area, not all touristy. Must be near a medical practice. Any advice extremely welcome. Thank you.
