Non EU citizen: Changing countries after getting residency in one

Seems obvious that once an EU country grants "resident"* status to a non-EU citizen, one could move to another country with relative ease. Is it? I've been unable to wade through the unrelated google search results to find a definitive answer.

* in quotes because I don't know the legal term.
