"Register" my Non-Lucrative Visa in Valencia

Hello all! I just arrived in Valencia and I have a non-lucrative visa. I was told by the embassy in Washington DC to go to the "City Hall" and register to receive a certificate of "Empadronamiento". I assume the City Hall is Ajuntament de València on Placa l'Ajuntament. I went there and it's closed for Fallas of course. Do I need to make an appointment first anyway? does anyone know a web site or a number to call? Do I need to bring a separate form for an NIE number? Any guidance is appreciated.
