Medicare

Is it possible to not enroll in US Medicare, without incurring penalties in the future, if one has health insurance here in Spain? I heard that if you provided evidence of insurance, you could opt out and not pay penalties in the future if you do then want to enroll. Is that correct? How does one do it? Yes, I would do a travel policy to visit the US.
Looking to avoid paying for both healthcare here in Spain and for Medicare in the US.
