car rental or purchase

We are planning on visiting Portugal, Spain and France next fall (2023) and traveling between these 3 countries for several months to explore places to retire to. We would like to have a car so that we can visit the smaller towns and have more freedom of movement/travel. Would it make sense to purchase a used car and then sell it if we decide against relocating to Europe or renting a car in each country as needed? Does anyone have advice or thoughts about having cars in these places? I notice many people do without but we don't plan to live in a city. Thank you!
