Dog law

I’ve read about the recent animal law passed in Spain last fall. I’m wondering about the practical application of it with dog owners. When we have traveled to Spain with our dog in the past, she was not allowed in most businesses (similar to US). I believe the new law may have it shift to be similar to other European countries where dogs are allowed in restaurants and businesses. Have you noticed this shift?
