Advanced planning for Spain in the year 2025

The NY Spanish consulate has Proof of Health Insurance. I wonder how one could obtain health insurance valid in Spain BEFORE getting there. I wonder if anyone has any advice about dealing with the NY Spanish consulate in NY. What is the most difficult of the whole process and what should be relatively easy?

I would prefer to live in a non touristy area but stila not to far from Madrid. Cities like Salamanca, Toledo,,Cuenca or smaller cities outside of Madrid. Any ideas? Any advice would be appreciated as I am just at the beginning of this procedure. Thank or Gracias.
