Public or private school?

My son will be 11, turning 12 when we arrive in Spain. He is a beginning Spanish speaker, with three weeks of immersion school in Costa Rica under his belt, and plans for 3-4 hours weekly study in the year ahead before our move.
I would like him to attend sixth grade at a local public school, even though I know he will not be quite ready language-wise when we arrive. I am also hoping to get an exception for him to attend sixth grade rather than seventh grade.
I would appreciate any advice or perspective regarding my thoughts. BTW, we are hoping to live in Granada or Seville.
