So just how many days does it take to aid a major U.S. city...?

If Mr. Bush's Ranch lands in Texas were flooded instead of New Orleans, would it take more than a week to drain it...maybe three days...a whole day even?!

So just how many days does it take to aid a major U.S. city. Please can someone tell me...Expats? Internationals? Dutchies? Someone?
