Finalize Mini-DVD in NTSC format

I would like to finalize a mini-dvd that I have from the USA. It is in NTSC format, but the person who sent it to me did not finalize the mini-DVD in their camcorder, so I am not able to watch it in a DVD player.

If you have a mini-DVD camcorder from the USA (NTSC format) and wouldn't mind helping me out, I am looking for a place to finalize my mini-DVD around Nijmegen (or most anywhere in the Netherlands).
