Last Name change

Our daughter (20) has dual citizenship. However her US passport is in my (father's) name
and her Dutch passport has her mother's.

We would like the Dutch passport to match her US passport to avoid possible problems at some point. She does not meet any of the normal reasons that allow this.

Anyone know if there are any other options we have to pursue this ?
