Partner Visa Sufficient Income Requirement

For a Dutch citizen to bring a partner to the Netherlands they must demonstrate sufficient income.

IND states the following:

Stay with spouse or partner
?Gross income per month before social security excluding holiday allowance ?€ 1,565.40
??Gross income per month before social security including holiday allowance ?€ 1,690.64

If this is not available, savings can be used instead.

The income from your own funds is sufficient when 4% of these funds, converted per month, at least equals the income requirement.

- Does that mean the 4% should equal a monthly or yearly income?

Thanks! I'd appreciate your help.
