Visa issue

Hi all,
I am Swiss and live in Thailand. My sister lives in Abu Dhabi. I don't need a visa but she does- she is Thai. My wife is a manager for a multinational company in Bangkok so she has proof of income and a very good job. I tried to get her a visa but without success, apparently I need to book a package that includes hotel stay through Emirates or Etihad in Bangkok. The problem is, my sister lives in Abu Dahbi, and we don't want to stay in a hotel becuase this will cost us money and my sister's house is massive anyways...
Any advice on how to obtain a UAE visa for my Thai wife?
