We want to move and retire to either Belize, Equador, or Panama in 2013. With combined assets of less than $10,000, our only income will be our combined Social Security checks each month totaling $2,900.00. Will a Belize bank be required to with hold 30% of each monthly transaction in 2013 through the HIRE Act? If so, is there a way to avoid this?
