Placencia for single

Hello everyone,
I'm a 73 yo single white male. I've been to many foreign countries before, including India and Nigeria. So culture shock is not a deal with me.
My retirement income is about $1900 usds/mo.
For that, my must haves are internet, and a clean air conditioned room with a bed, shower, refrigerator. A hot plate or microwave would be even better. I will also need a cell phone of course. I have a BlackBerry sim card phone that I got in Nigeria. will that work?

I'm a very frugal person. I take 3 prescription meds for High Blood Pressure.

I want to be close to restaurants etc. Also a room where I could securely park a motor cycle would be good.

My goal is to find a place where I can live inexpensively, I can live comfortably, and enjoy the culture of Belize. I like the street side food vendors, etc. I'm not picky.

I currently reside in Louisiana USA.

So, I'm all ears. I do have a Passport good till 2020. What kind of a visa should I get?
Also can I use my debit card there to access my US bank account.

Thanks to all who will be kind enough to respond.
