On my sailing forum rumor has it some sailboat charter guys from elsewhere were told they couldn't snorkle the reef unless on a Belizean charter. Sounded like bs to me...?

Just an FYI, scuba diving in Belize is regulated in that manner, can only be done with certified/licensed dive/tour guides. This is done to assure protection of the Mesoamerican Barrier Coral Reef....and with good reason!

I would not be surprised to find out the snorkling is under the same control regulations. Too many folks that don't know, or understand, do not touch the coral and/or the sea life.

no guide is needed to snorkel the reef, just kayak out there tie off and go at it. The proviso being you need a guide for the marine reserves.

If it was indeed a CHARTER, A paid guide and not registered with Belize (thus not paying their taxes) than, yes they were probably told they could not be there (especially if it was in Hol Chan or another National Park where the country of Belize has patrol officers and an admission must be paid to enter the area). There are many free places but the heavy tourist spots are all controlled by the country and only available to permitting guide operations and on top of that their is a national park entrance fee (minimal though)
