How to get started without a trust fund .. or any funds!

We don't have much money saved, having lost a house in the property bust in the mid '00's, and some major medical bills in the last decade or so. But we're desperate to get out of this madhouse. I've still a British passport, thankfully.
What's the best way of starting off in Belize, rent for a year to be able to run a business then buy a place, or buy a place and struggle through the first year until you can become truly involved in the local economy and culture?
