Finding apartments/getting around

Where is the best place to look for affordable housing? Part of this move is because the states has gotten out of control with their housing prices. And how is the transportation system? I am hoping to live close enough to walk (even a couple miles is fine as I love walking) to grocery stores and other necessities. But if the bus system is easy to navigate, I am happy to use that. I am not planning to bring my car down from the states unless y'all think that is the best idea? And if so, is the process complicated?
