Loja vs cuenca, info

Hi, I have been to Ecuador many times but not to Loja. There are many places I like, Cuenca is my favorite; not too hot, fairly safe to walk around, many restaurants, good medical care (very important). Want to spend some time in Loja before I make that final decision where to hang my hat. Can anyone tell me how many Expats live in Loja and where most of them are from. Is it easy to make new friends there? or is it clickish?
If anyone could give me an unbiased comparison, including cost of ling expenses would be very appreciated and would love to meet you there in October it looks like. Thank you very much
