U.S FBI background check

Have anyone obtained a U.S. background check lately? Any one know how long it takes to get it and then apostilled? Looking at the FBI website it said it takes 14-16 weeks to get the report.

I am planning to apply for the investment visa. I was born in a foreign country and became citizen in the U.S. have lived here for 30years. So I can't get my birth certificate apostilled. Is it absolutely necessary to have a birth certificate?
