visa entry/exit questions

Hello all! I have a few questions about tourist visa entry and exit. If anyone who has knowledge of current practices, I'd appreciate it:

-Can you overstay your visa and leave without paying the $200 fine, and just face the 1 year ban penalty? And if so, is there a way to later go to the Ecuadorian consulate in your country and pay the fine later to re-enter if you need to within the year?

-I have two passports. Can I return to Ecuador later with my other passport and enter as a "different person”? I don't believe the two countries I'm a citizen of recognize mutual dual citizenship, so I don't know if it would show up in an international database.
