taxable income for EC permanent resident

I am confused. I have read that EC taxes income earned worldwide, and I have read that Ecuador does not tax foreign earned income. I am a US citizen (yes I know I have to pay the IRS), but am also a permanent resident of EC. What are my obligations to pay on income earned entirely in US. How do I know with certainty what my obligations to Ecuador are? Thank you!
