Delinquent Visa Return

I spent a year working in Chihuahua, MX on an expat assignment. My two children, my wife and myself lived there with an FM3 Visa. Unfortunately I did not know that the Visa had to be turned back in upon my return to the states. I was recently notified that I(or my firm) would be fined just over $1,000usd for this. Does anyone know if this is valid, can be challenged or have any knowledge of this??
