Saltillo

I am presently living in Germany, but am considering moving back to Mexico and living in the Saltillo area. I previously lived in the Guadalajara area for many years, but it is a long way from the border, is too far for me to drive and I do not like taking the bus as I have no transportation when I get there. How big is the English-speaking community in the Saltillo area? What is the approximate cost of a 2 bedroom ground floor apartment or house with parking? How good is the medical care in Saltillo? thanks for the information.
