Mexico Travel Advisory (STEP program)

I have been well aware of the Mexico Travel Advisory for some time and take it seriously.
I was planning a trip by car back to The Yucatan area again when my wife saw a house in Kino Bay that looked interesting. I checked the advisory and decided to look at that area on my way to The Yucatan. Kino Bay is a very nice area with wonderful beaches and nice expats. The town is too dead 6 1/2 days a week for me. I was told to go look at San Carlos but has reservations because it was in the 'don't travel' zone according to the Mexico Travel Advisory'. Kino Bay residents know nothing of the website and said it was fine to travel to San Carlos during daylight hours. Once I got to San Carlos I talked to literally hundreds of expats and locals who call this home and it is safe as anywhere in the world. The cartels killed some local cops in Guaymas a month back in broad daylight. I found out the killing was about rival cartels and their past dealings with crooked cops in Guaymas. Literally all expats here in San Carlos do some of their major shopping in Guaymas and travel freely the 7 or so miles between the towns. Home Depot, Dairy Queen, Walmart, Sams Club, McDonald's and many more are on the San Carlos side of Guaymas. I drove a new friend downtown Guaymas to a Dr. appointment and all was fine. It looked like every Mexican town I have ever been in. My point is just because the website says there is danger and they don't let their employees travel there that does not mean the area is not acceptable to all. I don't think there is a distinct go-no go line. One expat told me he was aware of the website and thinks the gov. puts those stipulations on in areas they suspect issues not they know have issues. And we all know the cartels don't follow our government guidelines. I only know of this area but I thinks some 'boots on the ground' research is also valuable.
