Air Quality , and is Puebla a better environment - or any other picture suggestions?

The air Quality in San Miguel de Allende seems regularly poor since my arrival - is this a chronic condition, seasonal or infrequent?
Would Puebla be a place to consider for cleaner environment and equal charm and opportunity?
Any other picturesque town suggestions are welcome!
