Considering a move to Mexico

San Miguel de Allende is a place we think we might like. We're both in our 60s and will be living on a fixed income (social security). How safe is San Miguel? How about healthcare (doctors, hospitals). I'm a well-controlled diabetic (type 2) but as we grow older, I'm sure health care accessibility (and affordability) will be important.
Any and all suggestions are much appreciated!
