Temporary Residency

Hi,
We are planning to move to Puerto Vallarta in 2025 if the election in the U.S. goes the wrong way. We will sell our house, etc. before leaving but plan to rent for a while until we are sure we want to stay there. My question is how soon can or should we apply for a temporary residency and where do we do that? Do we do that at the embassy in the U.S. before going down there or do we need to do that down there? Or do we need to be there for a certain length of time before we are even allowed to apply?
