Family Immigration : Half-Sibling Minor with Deceased Parent

I'am an Australian citizen born overseas in a 3rd world country and our father recently passed away there.
Through that news I found out that he had a son with another woman who had died with our father in that country.
There was no news about my half-brother until I received a phone call from a lady in Norway who was a friend of the the boy's mother,and confirming information about his status as a child refugee.
My wife and I have been offering to sponsor the boy ever since but the guardian won't let him go unless we sponsor her as well. She too is a refugee from the same country but is living on the welfare system.

So my question is,if the boy's guardian still refuses to let him go then what are our options for family immigration to Norway? We're prepared to raise him as our first child and I'm the only relative he has left.

Yet the only text from www.udi.no pertaining to siblings are close family who have previously lived together,and nothing about half-siblings without parents.
