Embassy for Norarization?

I moved to Cagyan De Oro in July '24 and all is well. I am on transitional leave, but will be retiring full on June `. MY HR dept just warned me that I will have to have the U.S. Embassy notarize one of my retirement documents? Is there another option other than me traveling to Manilla? What about the U.S. Department of Foreign Affairs Consular Office. can they notarize these types of documents? They won't answer the phone, but I'll keep trying, meanwhile I thought I might ask here.
