Applying for a Passport

I am looking at applying for a passport from the Dominica.
I have checked the common prices (online immigration companies) to make an investment but I am looking for another way that would be more practical and that also involves an decent and fair investment.

Would you recommend visiting and doing the paperwork and investment while being there or it really doesn't matter?
I am asking this because sometimes, being in the country helps find other legal ways to do something like applying for a second passport with the right amount of money and time required.

I think you'll find you can only get a Dominica passport as an investor or if you are a Dominican by descent. Like most countries you can't just stay for a time and apply for one. But, you could always contact the consulate where you currently reside. Good Luck in your endeavors

I would simply want to apply for another passport. If this requires my stay for a while, I would do that but I am not really looking at investing in more than an extra document.
International agents are offering this service but with extra fees. Do you know if it's possible to do it in person for less cost?

It depends on what type of business you want to do. I have a friend who purchased land from me for a hotel which enabled them to get a passport.
