Best towns with teens

I am looking at moving to Mexico and am wondering which towns are best for teens. He will need to complete his senior year of high school as well. I see in Mexico they don't have four years of high school like in the U.S they go to vocational schools instead. I'm just wondering what others have done in this situation.
