This is a big Mea Culpa; I gave too little information in my first post.
I have already received official information from the DR government that we may bring our bird, with many restrictions. They are aware that he is a pet parrot. See excerpt of response below:

To import birds into the Dominican Republic, a prior permit must be obtained from the General Directorate of Livestock and a permit from the Department of Wildlife of the Ministry of the Environment.
The bird must arrive in the country through Las Americas International Airport in Santo Domingo and will remain for a minimum of 21 days at the Punta Caucedo Quarantine Station.
Second, although I refer to a "visit", we will be spending an extended period of time anchored in Luperon, where we have friends already staying.
It is because we have just found out that quarantine is mandatory that we are trying to find out what the conditions are like.
