Police background check PLEASE HELP- DESPERATE

Hi

I lived in China in 2012/2013.
I am now starting a new job in England but they request I have a police background check for my time in China.
I must contact Shanghai police department but because I live in England I cannot ring. I also cannot read their website.
Is it possible you could help me to obtain an email address or know someone that could help me please.
