Pensionado Visa

Currently living in Panama; planning to retire to Santa Marta as soon as possible.

My idea is to enter Colombia as a tourist with my UK passport, bringing all the documentation needed for a Visa M Pensionado and apply in person as soon as I arrive.

Can anyone confirm whether the exemption from translation and apostille requirements for documents in English (proof of pension, bank statements) still applies?

And what’s the difference between the two offices: Migración Colombia in Comuna 2 and CFSM Migration in Av. De Ferrocarril?

I speak Spanish BTW.
