Customs duties for export

I am contemplating opening a business in EC. It is a specialty business aimed at the boating industry. The materials required will need to be imported. The resulting products will be at least 90% for export. Most countries have "duty free zones to accommodate this business. The tradeoff for the government is they get the jobs, as the employees are locals. Is there any such provision for this in EC? Imposition of duties on the imports would prevent the business from operating competitively. Anybody got the scoop on this?
