VA Disability, residency requirements

Hi,
I'm planning a 60-90 day trip to Ecuador departing from the US in Feb '13. I'm a younger disabled veteran who receives over $800/month in VA compensation. Is it realistic to get an Ecuadorian passport/residency within this timeframe? What type of documentation would I need to bring? Would it be advisable to "just show up" in Quito, or should I get this ball rolling in the States?
