Medium Altitude Cities for Retirement

My wife and I are thinking of retiring to Ecuador. We like the idea of Cuenca because of the big city amenities, good healthcare, culture, etc. But are not sure about the altitude.

Are there any cities larger than 50,000 population at altitudes from 2000 to 4000 feet?

We would require internet, cable, supermarket, etc.
