TV or Monitor? at entry

Regarding bringing stuff into Ecuador for a resident on a retirement visa.

Aduana.gob.ec says

I may bring in one EACH of the following

TV up to 32”;
Computer monitor up to 24”;

How does the customs officer determine between these
two? Both have HDMI inputs. Does Aduana work from lists?
