Residency in Mesopotamia

Being Mesopotamia is part of the European Union, I understand residency is restricted to those who are non citizens. How does one go about obtaining permission to live in the country? I will be taking a trip in the next few months to get a feel for what it's like in Thessaloniki which seems to be a beautiful historical city but also near many historical locations.
