Moving to Limerick

I am curious about the Healthcare system, and I am curious about renting. Reddit gives me the run around. Can I just contact a property and schedule a tour before I have my program/fellowship letters? Also is the crime as bad as they make it out to be? I mean I'm American so my tolerance to violence is fairly desensitized but I don't want to move my family over into a different but similar mess. Any tips for areas to look for and to avoid would be wonderful. TIA
