grneral plumbing issues in mexico

I am just beginning to research the feasibility of living abroad. Mexico rates high on my list of candidates for all the usual reasons. Recently, however, I came across a thread which requested comments on the things which people disliked most about living in Mexico. Several comments listed the inability to flush toilet paper as a primary inconvenience. The problems seems to be with the plumbing. There were comments about the need to place used tissue in a garbage can, which was unsanitary and smelled foul. Is this a problem all over Mexico or is it limited to certain areas?
