Current situation

Hello, US expat here currently living in France. Regrettably, I think it's time to start considering a move due to the instability in the government here which I will not elaborate on.
I do speak Spanish at a near fluent level (at least a few years ago, may take me a bit,?)
Anyway, what part of Montevideo would be good for a decent moderately priced apartment with access to public transportation as I will not have a car)?
