Hi I am considering retirement in La Serena with my Native Spanish Speaking wife. I have found information about property and housing but I am having a difficult time establishing how to budget for utilities for a three bedroom home. Also I have found some information on Medical Ins but I would appreciate anyone who could give me a lead to some better info. Spanish or English would be great.
