Is Chile fairly easy to work/live in?

Hello all, I'm originally from Europe & grew up in America, I'm lightly complected like a northerner but speak very little Tijuana Spanish. I've been searching for a different Country to call home before I get too old. I somehow grew very unhappy in America and parts of Europe has turned greedy & impersonal as well, I feel. It seems also Canada and Australia are also slowly turning into another US as well. However, everyone I've ever met from Chile made me feel human again.

Is Chile possibly one of the few countries left where it is generally easy for an obvious foreigner to live and work in (& without all the political red-tape hassles as the rest of the modern world now)? I'm just a regular God-fearing working guy whose been trying to find life's joys somewhere in the world. Also, I'm searching for a country suitable to eventually start a family in where my children will be left alone (of unprovoked trouble), and in such a place as to eventually have a future (a viable economy). I may not have a ton of money to move with but I'm very ambitious, adventurist, down-to-earth & seeking similar friends. For a living I do Air Conditioning (design/build), heating, electrical, some construction, & a few other related services and I'm always willing to learn new things as required. I also love the mountains & skiing. Any comments from anyone is GREATLY appreciated as I'm temporarily 'exiled' in a crime-ridden Caribbean nation with work-permit issues at the moment (I'm unable to work here). I really need to make other plans quickly.
