Setting up a business for a foreigner

I've seen mention by other posters that it is possible to set up a business in Sri Lanka as a foreigner without having to invest £250,000 first. But I can't see the way to do it - can anyone recommend a chartered accountants or other firm which might help us do this? We have friends in Colombo who could help but they're not that savvy.
