Depends a little bit on time of year. Around now, I would pick Granada because the Lake breezes mitigate the heat somewhat, and I remember the bliss of taking a cruise around the isletas--so much lovelier than the suffocating humidity in town . . . In dry season, visit both, or it doesn't matter. León is closer to océan beaches than Granada. It depends what matters to you. I found the traffic in León overwhelming, for example. Granada's center is more walkable than León's, being smaller. Both have love renovated colonial buildings. Granada has a yellow cathedral. León's is gleaming white.

I'd go Granada. Less traffic, more scenic, more restaurants, Nearby you have the isletas, 2 volcano parks, the pueblos blancos and masaya.

See if the tours pencil out for you.

Granada is beautiful - very scenic, a visual delight. With Leon = some are going there to scout = for a less expensive place to re-locate. Leon is more like a "normal city"/college town (yes more traffic). It is 30 minutes from the beach. For a vacation - Granada would get my vote - I traveled there several times. Both places - I found the people living there were quite friendly and charming. There is more to do in Granada.
