Amparo Visa

Hi,
Can the Amparo Visa be done from the United States at the Embassy? My partner is an Ecuadorian Citizen and also a U.S. Citizen, I am a U.S Citizen. Live in New York City and we plan on move to Quito within the next 2 to 3 years.

Any help would be greatful.
